Max speed means base 91s and up.
Yeah there's lots of high speed stuff and priority, but Torterra can't be paralyzed, and it doesn't have to make ubers. Even low UU would be cool; its got a unique typing and actually use able movepool for a grass type.
As for the less speed thing, no one knows how gamefreak operates. A rock head with rock polish set would be one of many possible cool things they could do. I mostly want the mega starters to be different from each other to stand out and be usable.
