I know it is autistic to find logic in pokemon games, but the only reason it makes sense for it to not close the mouth is to make the air around it cold as fuck, and therefore activating it's ability. I dunno.

It's supposed to be an Oni? It looks like it's obviously taken from a giant skull that's suffering from severe frostbite. The lower jaw on the mega is even detached and sometimes frostbitten flesh can 'spike out' if it continuously warms up, and refreezes during the decaying process.
