well obviously you need a good electric pokémon with discharge.
however sceptile need a few good special moves in order to fight.

The only thing I can really say with certainty is that it's presence alone will disrupt Disquake a few turns. I don't play VGC that often so I'm not sure how much that means to potential teammates.
