Lightningrod abuser, Electric type check, and lategame cleaner. It's fast and powerful enough to cleanly KO most mons that are weak to its STAB moves, and can run coverage for Heatran and Ferrothorn.

Substitute + Giga Drain can be difficult to play around, especially with a Lightningrod boost. +1 Dragon Pulse cleanly OHKOs Talonflame, for example.

I've done the calcs, and it needs the power for certain KOs. Off the top of my head, +1 252+ SpA Dragon Pulse deals a minimum of 99% to Thundurus, and unboosted Leaf Storm deals about 90% to 108% to Av Azumarill.

I think that's more important than being able to outspeed one Pokemon.
