>>21380685Yes. Pocket Monsters 2 was initially just a new region (apparently a prototype of Johto at the time) and scheduled for a March 1998 release. However, Game Freak had issues with the development derived from the near bankruptcy they faced while developing Red and Green. They didn't have compression tools so the new region wasn't even finished and they had already run out of space in the ROM.
Eventually, they postponed the release date. Iwata, whom was working at HAL
Laboratories at the time, helped them and developed the compression tools they needed. In the end, Johto was so small that they had half of the space in the ROM unused, so they decided to add Kanto as well. The games were then scheduled for a June 1999 release date and with Game Boy Color enhancements as well as changes to the new region. They were finally released in November 1999.
