What's going to be a good set for Buffkip?

My current Swampert set is
Impish
EVs
HP: 4
Atk: 252
Def: 252

Usually carries assault vest, but that's not an option for Mega

Will my current set carry over well to the Mega, or will I need to make a new one?

If the data mining from the demo is right then no.
It was from an earlier version of the game though so if they gave him recovery or bulk up then yeah it could work but switch def with hp because that covers both defenses and thats better then just one.

Here's some VGC speed tiers. Adamant max speed Swampert is effectively the same as Ludicolo, so build with that in mind if running rain.
If no rain, maybe put a few EVs into speed to outpace other base 70's but your focus should be on HP and Attack.

I'm thinking 204 Speed EVs to outspeed Scarfchomp at level 50 in rain.
The only things that outspeed and actually threaten it will be Modest Specs Kingdra (Hydro Pump in rain and HP Grass) and any Ludicolo and Swamp can't do anything to either of them.

Defensive pokemon in OU have to deal with Pinsir and Charizard X. Swampert is weak as fuck in comparison and is only really good against hyper offence.

No, that's not good enough. That's equivalent to STAB on a base 120. And that's its strongest move. In a tier with Pinsir, Charizard, Medicham, Heracross, Dragonite, Garchomp, Terrakion, keldeo and an abundance of choice band and specs users Swampert is swimming in the shallow end in terms of power. What's he going to do to common OU staples Wash, Ferrothorn, venusaur, Slowbro and latias? Not to mention he's competing FOR the megaslot against the other mentioned megas.

Plus if you want to perfectly optimize physical bulk specifically the best way to do so is 9 times out of 10 a split between the 2 rather than 252 in either.

That said, Swampert should optimize for physical bulk to defend specifically against priority.

Medicham is shit

Heracross, dragonite and garchomp have no answer to M-Swampert, and nearly all of them are 1hko'd by waterfall

Same goes for terakion and keldeo

I'm not talking about Charizard or Pinsir fighting Swampert, I'm saying these common OU pokemon FAR stronger than Swampert are some of the things defensive pokemon in OU have to and do deal with. Most things are walled by common defensive mainstays. That is WHY they are common mainstays, because they are good at doing their job. Every Pokemon is walled by something.

The point is to use Pokemon with synergy to break those walls and allow the team-mate to sweep once they're gone. You need to force someone into a trade-off in which they lose their counter.

Swampert is definitely a threat because it has the ability to sweep easily once those counters are gone.
