Never, because it was clearly a feature they planned to expand upon that was dropped late in development. Expect it to be open-able in Pokemon X & Y: Complete Edition.

Yeah, the first 2 gyms had a nice pacing, then before I knew it I was at the Elite 4. It's like they were planning on having the game ready for the following year, then Nintendo asked if they could have it ready by November of that year.

The overall pacing is pretty fucked. You take a good amount of time to get the first two badges, making you thing the region is huge, but after that you get the rest of them every ten minutes.
I still enjoyed it, but it really did give off a "that's it?" feeling.
