It's not bullshit, it's just wrong. All Pokemon, except for event legendaries will be available in gen VI, which means that all Pokemon that were uncatchable in XY will be available in ORAS.

Every Pokémon with the exception of event legendaries will be obtainable in the 6th generation games. Any Pokémon that wasn't in XY and isn't an event legendary is promised to be in ORAS.
