Galactic is the closest one because Cyrus is Giovanni tier and Mars/Jupiter/Saturn are hotties. N's Plasma is alright but flawed. Plasma and Aqua are quite stupid and Flare is just shit.

Galactic > ORAS Aqua > Plasma > ORAS Magma > Rocket >> RSE Aqua = RSE Magma > Flare

Rocket is too simple and bland for my tastes. The original Aqua and Magma are also fairly boring and have bizarre, nonsensical goals - though they're pretty goofy so I have some fondness for them. Galactic has the most interesting goal and Cyrus is probably the overall best character in the games. Both versions of Plasma are good, Ghetsis makes for a great villain. Flare had promise, but it was a massive disappointment. ORAS Aqua and Magma are leagues better than their RSE counterparts. They have actual personality and depth, and their motivations were altered to make more sense. The B team are miracle workers.

Cipher actually came across as somewhat menacing, while the Teams in the main game felt mostly like goofy roadblocks with the exceptions being their leaders.

Cipher's peons were competent, and that's what made them so effective.

1. Rocket - For simply being the coolest and not needing any faggy reason to be evil. Also cool designed.
2. Plasma - For not being completely evil and at least in theory having a pretty admirable goal. Cool designs, Shadow Triad is pretty badass, and all their leaders are cool fucks.
3. Aqua - Cool designs, badass leader, and the retarded plan of theirs is pretty funny.
4. Magma - Semi-coolish outfits, Maxie is a faggot though.
5. Galactic - Designs never did anything for me. But kickass music and Cyrus is a pretty cool guy.

1. Team Rocket - Use Pokemon for personal gain. Classic motivation, with a classic Boss, classic uniforms, everything. If Team Rocket wasn't the first villainous team they might as well be, given how perfectly they encapsulate the "use Pokemon for evil" archetype.
2. Team Plasma - The plot to disarm people and take over the world checks out, and the King motif somehow works.The twist and juxtaposition between N and Ghetsis is great, highlights Black/White theme of the game. Gen 5 really did have the most inspired story
2. Team Galactic - The blue bowl-cut kills the grunts for me, but Cyrus is a legitimately cool character whose goals fit him perfectly. If you can accept the fact that gen 4 changed the nature of legendary Pokemon into something more Godlike, Cyrus and his view of the world are a lot easier to relate to.
3. Team Aqua and Magma - Both have great outfits and themes, which counts for a lot. ORAS is improving on the original designs by making the leaders and executives stand out more, and their silly goals are more believable and hilarious than ever.
4. Team Flare - It's odd how unanimous the dislike of Team Flare is. Lysandre is pretty cool, but the overall goals and methods of the team are one part confused and one part nonsense. It just doesn't work

I don't give a damn about the rest of the detail but this part here is in no way correct. All of the Team Plasma themes were fucking rockin' it. No other Team grunt/admin/boss(s) themes can match any of theirs.

But it wasn't Galactic's goal. It was Cyrus' goal. Neither the grunts nor the admins of that team knew what they were working towards. Lysandre actually seems like the kind of guy who believes in the same end, but genuinely believes there is a resource problem and that he's doing what we thinks is best for the survivors. Problem is, Kalos is doing fine. There's no sign that there's an existing or oncoming overpopulation problem. If Lysandre was the villain of, say, Orre, his rationale would've made a lot more sense and I think he would've been an excellent villain.
