Gyarados was meant to be a dragon type, but I guess GF wanted Barney to be a special snowflake right before the release of R/G.

Yeah gyarados would have been a rape train. The only dragon move was dragon rage, which has a set damage. No way to threaten that beast.

Dragon and Monster egg group Pokemon can learn tons of moves that don't really make much sense. Like how Aggron can learn Surf and Nidoking can learn Thunderbolt, Flamethrower, etc.
