Because being light really isn't relevant to anything. There aren't enough moves that care about weight to matter, especially with Metagross not being weak to any of the ones that do.

It needs a bonus effect.

It should be the speed equivalent to Pure/Huge Power.

In addition to halving the Pokemon's weight, it should double their speed.

Basically, Metagross with an automatic Agility.
