Slateport/Lilycove are both the main two hubs. Thing is, Hoenn isn't an industrial region like the others at all, it's a fishing/port region. It's polycentric; there shouldn't be just one just huge hub, because that isn't how such communities worked in real life (until tourism took over fairly recently).

Yeah, you'd think they'd use the opportunity of a remake to revamp previously lackluster areas, but this is gamefreak we're talking about. The only reason they're as successful as they are is because they got lucky and stumbled on a great formula for games, they're one of the laziest devs I know of.
