There are no real 'levels' in Pokemon. They're like power level in Dragon Ball Z, they're meaningless. While in the games you can OHKO any legendary by overleveling, they are basically gods in the anime.

Talonflame is a given, he always evolves the region bird.

Froakie is confirmed to evolve and since it's so early in the series (and Greninja being Gamefreak's Gen six mascot) he'll probably evolve it again.
