other way around, the artwork was done after sprites

notice how dodrio has black dots for eyes in the early sprites, like duduo, but in the artwork and later gens it's got those ugly genwun eyes?

it was more about streamlining designs, which they've actually been doing since 5 (minus legendaries) and also making the metagame and gameplay in general simpler.
