As such, it isn't a primary sweeper, but all two/three will work to whittle down counters until one of them manages to break through and sweep.
As a standard bulk water not on a Rain/Swift Swim team, it's alright. Relying on Wish is not that great considering we have things like M/Slowbro and Unaware Quagsire competing for that role, but if you really want to use it, it can still set up rocks and have decent offensive prowess (though grossly overestimated; 150 Att without an item boost isn't much at all. Rain sets get by with Rain's 50x boost to Waterfall's low 80).
M-Sceptile is a pivot and scout. It lacks the power to sweep even after a LRod boost, esp. given how its strongest attack drops its stat by two stages. Fast U-turn, Rotom counter, decent revenge killer, and a decent check to things somehow still weak to Grass in whatever tier it'll be used.
