Swan Song seems too much better than Memento, but definitely touches on what I find vexing about Swanna.
Swans are an animal that in real life is rare, and has lore and legends surrounding them from pretty much every culture exposed to them. Why would the developers bother making one only to make it a common do-nothing shitmon? They could have just made another duck. Why doesn't it learn Memento? Or Destiny Bond? Or Perish Song? Or anything that isn't a Water/Flying move?
Pyroar is another glaring example of what I'm talking about. They seriously made a lion with an attack stat in the 60s like its another fucking housecat? If they're weren't willing to make it good, why bother making it a lion?
But nothing was worse than gen 1 Ninetales; kyuubis are a legend of their own culture and have everything but the kitchen sink as far as mythical animal powers go, and yet it had the lowest TM compatibility of anything save Magikarp and possibly Flareon.
