>>21471447It doesn't have the typing because you have to realize that Pokemon was never originally meant to continue for more than 2 games. "Dragon" wasn't really meant to be a perfectly integrated type in the game, it was originally meant to be the "boss" type of the game. Throughout your journey in Red/Blue, you never encounter anything like a "Dragon" type Pokemon since there's only 1 Dragon line in the whole series. It's meant to be like "Oh shit, this guy uses DRAGONS? What are THOSE weak to!?!" So you use your Charizard and find that it's strong against fire, or you send out your Blastoise and find out it's strong against water, or Venusaur to find it's strong against grass. Dragon was made to be the ace in the sleeve type for one of the last bosses, so they didn't want you to encounter it anywhere else unless you were lucky enough to find Dratini in the Safari zone with its shit encounter rate (chances are you gave up fishing in the Safari zone after finding nothing but shit you'd fine elsewhere and proceeded to look for Scyther in the grass instead).
So, from the perspective of Gamefreak, giving it a Dragon typing would have ruined that dynamic. I would have been nice if they did give it Dragon, made it extremely rare to encounter and in an obscure place that you wouldn't bother to look like Dratini, and then stick it onto Lance's team (because as it stands, he's actually a FLYING trainer rather than a DRAGON trainer since his team consists of mostly flying types).
