Change the ability from Hydration to Regenerator, Water Absorb or Storm Drain. Now it has a nice, if convoluted, form of recovery. Other suggestion: Make it part water. It's supposed to like rain, and evolve from being wet, right? So why not add a water element. Add on learning a couple good water moves like Surf and you've got a damn fine tank.
