Articuno is designed as a defensive Pokémon. It doesn't function well in this role, because it's Ice-type, but GF isn't going to abandon that motif if they give it a mega.

I predict at least 130 in both defenses

it's basically one of those pokemon with the same amount of stats like Spinda, Castform Phione etc., they could have made its mega another shitty bulky ice type but instead they made the right move by choosing the all out offensive path

If they made Hail better it could be useful in the defensive area. It's HA gives it an evasion boost in hail, and could boost its Ice moves.
What Ice really needs is a guarenteed freeze move like WoW, or at least freeze chance boosting in Hail

Maybe a weaker ice delta stream.

Doesn't affect weather but removes all of Ice's weaknesses while the pokemon is on the field. Then it can continue being defensive

I haven't played much of the meta game since Gen 4, it's the same shit every match, and Smogon bans things so arbitrarily most of the time. You talk about centralizing the meta game, yet Stealth Rocks was never banned.
