Return/Ice Shard/Explosion/EQ is probably your best bet, and really how were you not able to figure that out on your own?

How is Refrigerated Explosion doing 1/4 the effect of Electrode Explosion on Empoleon?
Ice does 1/4 to Water/Steel
Normal does 1/2 to Water/Steel
That's just 1/2 the effect
