First of all, it's treated as a semi-big deal, iIrc. It's not - it's pathetic, and almost forgettable.
Second, it's only obtained through an Event. Event legendaries are a pain to get.
Third, it looks ... like it's trying to be cute. -_-'
And therefore, it becomes lame to me.
FOURTH, I caught it in a fucking Poke Ball. Worst. Legendary. EVER.
