You need to get 31s consistently passed down (e.g. through generations) your parents become 3-4IV. Then, while it's still small, the chance becomes significant.
And then once you have a male 5IV mon in an egg group you can go from there and start pushing out other 5IV mons pretty easily. Plus, trading over wifi with over people using your breeding leftovers to get good pokemon in other egg groups. It's not too tedious past the initial stages, and it rewards more dedicated players in their competitive prowess.
