They do wear socks, the ones that are made to be invisible at sight on purpose. Regardless HGSS Ethan and ORAS Brendan looks don't need visible socks nor does Nate, the rest wears long pants.It is purely an aesthetic choice.

I'm picking May anyway, but honestly I like this redesign. It's got some personality to it. Not to say the old one didn't, but it was just kind of "heh, smirking pokemon protag" look. This guy looks like a huge fucking dork who can't sit still for ten seconds, and I think that's funny. Also the redesigned hat+hair combo gives him something that really sets him apart from his classic counterpart, since there's probably still peeps who think that's white hair on old Brendan
