The Gen 4 starters already sort of do this.

Torterra's Ground type wrecks Empoleon and Infernape

Infernape's Fighting type wrecks Empoleon and Fire takes care of Torterra as usual

The only iffy one is Empoleon who gets Ice Beam anyway which would obliterate Torterra since he's 4x weak

I was just making these over in another thread.
I know starters gaining the type they are weak to is done to hell in ROM hacks, but I was trying to make a set as balanced as possible, that could all function in competitive play.

Fire/Steel would need access to a poison move. Then they could all deal 4x damage to each other.

Fire/Steel is a really fucking good typing though. Maybe without the Fire immunity it wouldn't be so difficult to get past.

The theme they talked up in interviews was the nationality part, though. A Japanese Pokemon, a Chinese Pokemon and a Western Pokemon. The "position of power" bit is more of an afterthought (and Emboar is largely based on Zhu Bajie anyway, not an emperor).

Maybe to go with the cow, you have the water type of it's generation be a cowboy and the grass type look like a warrior with a tomahawk.

Dark is immune to Psychic, so it would be ENTIRELY equal.
Fairy, Steel and Fighting would great, I was hoping that was going to be the secondary types of the Kalos starter, to introduce the Fairy type and its matchups early to new players.

Rayquaza doesn't need wings to represent the mythology.

Straight from Pomfapedia:

It's a fucking mix of that with Ziz, the Hebrew God, because Groudon is Behemoth and Kyogre is Leviathan.

The idea that it is based on the Chinese dragon, however, is purely physiological. None of Rayquaza's lore matches it. If anything, it can be said to incorporate all three to varying degrees, but Rayquaza's primary representation is clearly that of Quetzacoatl, because it's entire mythology and Ability is based on it.
