it indicates that its a direct continuation to bw, so you "have to play bw first", I'm sure this made a lot of people only go for bw2 if they already HAD bw, or ignore bw2 if they didnt have bw.
ofcourse it takes 30 seconds to google that you dont need one to play another but its the same issue the wiiU had on the beginning: LOTS of people buying wiiU games and complaning that their Wii system could not read it, because 'It is a wii it should work".
I'm pretty sure n3ds will also come with this problem
lots of people buying a "new 3ds game" thinking its a "new game for the classic 3ds"
