Hell, Dugtrio can make earthquakes and fissures. Imagine if one of them decided that he wanted a new hole under a city. Instant sinkhole of death. Most ground types would be as dangerous as natural disasters.
If you mean most dangerous on a personal level, as opposed to a society level, Gengar, Banette, Drifblim, Dusclops, and Ninetails are pretty high up there. If one of those guys decide they hate you, you are going down. Hell, you might be going down multiple times, since Ninetails curse lasts hundreds of years and would carry over to the afterlife or reincarnations or whatever you believe in.
On the upside, Gabite being real means we could use their scales to cure cancer and AIDS. I guess that's a decent trade off for needing the national guard to fend off rogue Garchomp attacks.
