Apparently the reason for the delay of New3DS in America was divulged in an earnings call, and its because there's still healthy and consistent demand for the old XL/normal models, proof of that being the SNES model and the Super Smash models selling like hotcakes, whereas in Asia the market analysts realized the total demand is close to being 'satisfied', as in, the market is close to saturation, a lot of units are being sold on a daily basis (beating all other consoles/handhelds), but the total amount of units sold is creeping close to the total market size estimation (and that accounting for the people who buys a lot of models for collecting, you know, Japan gets TONS of variations in outer designs and there's people that buy these like crazy).
TL;DR in America the New3DS won't come out until the regular sales step down a bit or they realize market is close to saturation. Also, its impressive how much people are still buying it, considering New3DS was announced lately, but you know, most of the people isn't a techie aware of whats going on in Japan or following the Nintendo Directs.
