"Dragon Ascent" isn't even remotely a translation, but a localizer trying to come up with something that at least sort of carries a very rough approximation of the intent (it's actually pretty elegantly handled, I'm impressed).
"Dragon Ascension" is just some smug Bulbapedo wording it slightly differently from the official translation so they can pretend their Japanese is better than the official translators. They do this all the time, it's pretty sad.
