Didn't know who this guy was until I saw one of his videos talking about Se Jun's VGC Worlds team. He started talking about it as though he was authoritative on the subject while only recounting things from the actual battle. It's basically just

For instance, Mixed thundurus runs 252 speed because it needs its speed tier, exactly 76 EVs in attack to OHKO Latios with knock off, and the rest go to special attack.

It's more important in doubles/VGC where there's less switching and just a few very common threats.
Basically, you look at very common sets, and calculate how much EV investment you need to be able to withstand a powerful attack from them (say, Return from jolly Mega-Kangaskhan), or how high your attack needs to be to guarantee that you can just barely OHKO or 2HKO a certain Pokémon.
