"a game in which players take on the roles of imaginary characters who engage in adventures, typically in a particular computerized fantasy setting overseen by a referee."
Now, Pokemon emphasizes these role-playing traits by letting you pick your name! In generation 2 when Pokemon Crystal Version came out, you could even start picking your gender! Along with these personal details, you go along on an adventure and pick your own Pokemon to capture and use out of the hundreds! It's great! There is a lot more freedom compared to Super Mario where you're only playing Nintendo's very own mascot, Mario, and you're not allowed to change your name. There's very little role-playing involved. You simply go on Mario's platforming adventure and rescue the princess! This is why Mario is classified as a "platforming game" rather than a role-playing game.
So you see, it's not a matter of "needing" a video game character to change their clothes. Plenty of video game characters don't change their clothes. But in "role-playing games," the developers often let you change your character's look to better immerse yourself in that game's world and have a more enjoyable time role-playing as that character! You can already change your character's name, gender, and Pokemon, so customizing your character's look only brings it a logical step further to make the game more enjoyable for everyone!
