If they'd made it physical? Yeah of course. Depending on the boost it could give Talonflame a run for its money, but Talonflame still has STAB Flare Blitz and can't be burned.
Frankly Mega Pidgeot is far more unique as is and isn't a bad Pokemon at all, but it's definitely not a great Mega. Shame, I like the design and concept a lot, and a few extra moves would increase its usefulness monumentally.
Talonflame is incredibly lucky to have just the right toolkit for excelling at what it does without being broken.
