Starting off myself with a pelliper evolution I made up. It's not much, but I really dream of an Eviolite Rain Dish Defog Pelliper just reigning in NU.

How about a Mightyena Dark/Fighting evo based on the idea of it becoming feral? Most of its dex entries talk about it skilfully hunting in a pack, so it's basically an inversion of that.

Its stats are pretty pitiful all around, but with a decent boost to attack and maybe Strong Jaw, it could do alright in UU or RU.

You can't use toxic on a ground pokemon because ground is immune to poison.
You wouldn't be able to use toxic on delcatty's evo because toxic would be normal-type then.

They should be at 520 or below, something like:

Also, remember to think about stat distribution. If you want to give a mon more speed, you should take away from it's hp stat (like I did with Lanturn).

also lanturn's distribution was made specifically considering chinchou's and lanturn's distributions. it needs to be around those numbers. maybe cut its hp and speed as well

Yanmega is a cool dragonfly, but it still dies to a thrown pebbles. Pelipper wasn't made to take special attacks, all you can do is give it a useful ability and some better moves. A high speed stat would suit an albatross look, though.

Lanturn's HP is stupidly high, high enough that it's bst is 460 despite all of its other stats being below average. Take away some of that HP, and you have more freedom to tweak its stats. Keep it the same and heighten the bst, and all of its stats would still be pretty average, changing very little.

okay so here goes new pelipper. not as bulky, but with decent sp attack and 510 BST
albatrosses aren't as bulky as pelicans (btw, wingull doesn't even have that much defense, but really high speed instead), so i made this evo not as bulky but way faster

Eh, why not go all out and make it bulkier? That speed's not going to do it much good, and its stats hardly change all that much to constitute a normal evolution.

Take away 20 points from speed and add +10 to both defenses.
