UU doesn't do suspect tests. The council just unilaterally decides bans regardless of the qualifying player base's desires.

Also as the tiers go up they naturally become more offensive. OU is always going to be an offensive shitshow.

No, UU still does Suspect Tests. The difference is that anything that's declared to be a Suspect is immediately tossed into BL and only gets tested later on. The most recent bans have the highest priority for actually being tested, while the blatantly broken bullshit that got banned as soon as the tier was functional will go through the formalities of a Suspect test last.
Honestly, it's a system that might be interesting to see in OU, though I know there exist very good reasons to keep OU as it is.
