The thing is that you can run what you like on it. Fire / Ice / Thunder Fang, Stone Edge, EQ, Iron Head, Aerial Ace etc. Tough Claws makes all these option be viable all the same.

In OU, it does pretty good if properly used.
I don't recommend using it without Fire Fang though.

You're playing their tiers, might as well take their advice as a good starting point and tweak it as desired to better suit your team.
Note that Tough Claws Double-Edge is actually the strongest attack it can use.
