I hadn't checked and I posted without refreshing the page, was only looking at the file history, jackass. The sprites themselves are using the designs of other artists still. If the creator got permission from those designers that's fine, but if they didn't that's not kosher.

Even if the person isn't making money off it things like this are frowned upon. Same for tracing with regards to fanart or taking someone else's tiles when they haven't been marked for widespread use. If you're doing it for yourself or just a small circle of friends no one is going to care in the slightest, but if you release it then it comes under scrutiny.
