Because GF wanted you to encounter most of the basic stage Pokémon instead of their fully evolved formes, like Mandibuzz or Braviary, for whatever reason.

Because GameFreak wanted new Pokemon on every single route right up until the E4, and outrageously high evolution levels were needed to force players to spend time with the prevos encountered so late in the game.

At least Kalos did the opposite which looks like it wasn't the road GF was intending to go with Unova.

If I may add Unova was not really that great until you got to the end game and could be another reason why there were level gaps for pokemon evolution. If anything hopefully the newer generation games don't go the Unova route.
