That doesn't have anything to do with the reasoning it doesn't have it though. It's just that you would rather have it learn a rock type special attack. It doesn't mean it SHOULD have it.

If anything, Mega Diance appreciates having Diamond Storm more than Power Gem.

Why wouldn't I use manaphy in the calcs?

My point is that Diamond Storm is generally more powerful than Power Gem. Not only that but it gives Diancie a better way to hit special walls.

It's about flavor. Of all fucking Pokemon to learn Power Gem, Diancie is at the top next to Sableye. Instead we have weird shit like Corsola and Ampharos that have access to it.
