The reason it's not ab alternative form for Mewtwo is because GameFreak hasn't got the ownership rights for it.

I feel like this should have been mewtwo X witha psychic/steel typing and a boost to special attack, speed and physical defense, with mewtwo Y looking like a hybrid between mewtwo and mew (now pure fairy) with a psychic/fairy typing and the same stats as the current MMY.
