Honestly, I see this thing either holding a Scarf or with Leftovers and Roar maybe.
Think about Heatran. Very VERY rarely will it run HP Ice/Grass for grounds/waters and it almost never runs its strongest move (Eruption) just because it has it. It is most often used as utility and pivoting.
Then again Volc is weaker to switching often so people may use it with specs of scarf. But I still don't see the need for Earth Power. I guess it will depend on the meta.
