The motivating principle behind Smogon metagames is to give everyone a place where they can use their favorite Pokemon and win. Usage-based tiering is literally about giving less-popular Pokemon a chance.
Pokemon are suspected and placed into a ban list if they severely restrict which Pokemon can be used successfully. Far from banning things that they don't like, Smogon tends to target things that they have the easiest time using successfully
outside of luck-based shit like Swagger and Evasion, or blatantly anti-fun tactics like forcing an infinite battle. It's less about Smogon being unable to beat something and more about Smogon using something and beating everything.
Nintendo already runs an official Pokemon metagame, Smogon has no interest in competing with that.
