Mega Slowbro may also work, but I haven't done the calcs. I just went with Steel since they just resist the majority of what Mega Ray can do. You can also try Sableye with the prio WoW on the same turn as you Mega Evolve.
At the end of the day, the best you can do is scare it out or phaze it with a wall, and if it doesn't have E-Speed, scare it out after some DAs/VCs with an Ice Shard mon.
