The eevees are all based on things that were only special before the physical and special split.
Electric, Ice, Grass, Fire, Water, Dark, Psychic, and I'm sure that Fairy would have been special if it was around back then, too. The only special type not yet represented is Dragon, which would have complemented fairy very well. I guess that John Gamefreak wanted to save it for next time.
