Garchomp is an offensive mon. It has Swords Dance, and can be a sweeper, attacker, ect.
Flygon has Levitate, Roost, Defog, and U-turn. It's an offensive utility/hazard control mon and scout. Were you around during Gen 4? Scarfgon (Choice Scarf Flygon) was an insanely popular scouter and offensive mon, solidly OU IIRC. This was before Team Preview, and it was the Landorus-T of the tier.
Flygon sucks because it doesn't have enough speed, bulk, and power. Its stats are too low, and it got left behind in the power creep. Having better Defoggers around doesn't help either. I'm not sure if it's even used as a Defogger in UU, just a Scarfer.
