When using an attack, Mega Arceus changes to the type of that attack (like Protean).
When hit by an attack, Mega Arceus changes to a type that resists the attack.
It always has STAB, and resists everything. It's supposed to be an all-powerful deity, so the Mega would reflect that. If you want to make it REALLY overpowered, add immunities.
Imagine an Arceus that's immune to half of the type chart, and resists the rest...
