Besides which Groudon creates land aswell, it doesn't just remove water. It could start some volcanic activity in the middle of the ocean and presto, more land.
The thing is, Magma didn't foresee the SCALE of Groudon's power or how difficult it would be to control, which is why they fucked up catastrophically. They thought Groudon was the same as any other Pokemon, just stronger.
Groudon's power can be contained though, since Gen IV revealed that Pokeballs limit a Legendary's supernatural powers and the fact that you, the trainer, have them under control from not fucking up the ecosystem when you walk around and battle with them.
Aqua are the real idiots because the only thing that can survive in the ocean are oceanic water types. How the fuck does reducing land mass size help humans, land and aerial pokemon or even freshwater pokemon even in the most idealized setting?
