Now, while normal event pokemon are there in theory, all that was really left for Mew to allow the game to accept it was a placeholder, some basic data, and a sprite. Doesn't sound like much, but patching it in i.e. what we now see as events, might be risky. Normally, it would stay not on files because console games are harder to patch and because this was not just patching, but adding extra details, such as movesets, and stopping it from bugging out your game unless you got it at that one glitch via the grass in vermilion.
The original event for Mew? It was actually added into the code, rather than patching the game to release an item to trigger an event, to do the doohickey, so you can get that pokemon. Well, I tell a lie, like I said most of the data was there, but it needed a few tweaks. When the game was first released, Nintendo didn't actually realise that the placeholder for Mew was there.
However, since they figured they could now patch games with their FUTURISTIC NEXT GEN TECH (which is not a next gen phrase), they decided to. Any glitches that occurred were minor, at least in comparison to the mess that was RBY.
So, they decided to repeat it for Celebi. And Mew again.Oh, and the Johto legends. Jirachi began to be given out yearly for Tanabata in japan, and the rest of us got the colosseum bonus disk.
It just kinda continued. The arceus event temporarily put a hold on that because, unless you had the event item, you couldn't get back from the hall of origin. Since you could glitch yo receive the mythics in the jap versions of DP... this broke several copies of Pokemon before Nintendo patched it.
So, by putting in a patch, people could now have
