Extreme Speed has been always a move on its own and doesn't need any tutor. All of the Pokemon that learn it are either naturally entitled or event distributions.

And seriously stop with this shitty Extreme Speed and Boomburst tutor meme.

ExtremeSpeed means the Pokémon breaks the sound barrier. How the shit do you honestly expect a Tropius or a Clawitzer to do that? And having Espeed doesn't automatically make a Pokémon good; just look at Zygarde.

Serebii will have a list of all the moves the Pokemon is capable of learning, and through what methods in an easy-to-comprehend method even if it IS a little ugly

No. It's a "transfer" only move, meaning it gets it from a previous move tutor.

However, assuming that the datamine didn't contain straight up FALSE info, Swampert will be getting Ice Punch as a move tutor. Considering that Blaziken is getting Ice Punch this game as well, we can assume that Ice Punch is, in fact, a move tutor in ORAS.
