Venusaur always reminded me more of extinct synapsids than extant reptiles or amphibians. Apart from the warty skin reminiscent of a toad and its outslung legs, it doesn't really seem all that frog-like.

Its mostly due to the head and body shape. Also most references to it are about frogs. See: ninja.

And I figured rounded tails are a common art for cartoon raccoons.
