Most of the NPC teams were in the demo dump, the second time you fight her she has a team of 5 and is "Lorekeeper Zinnia".

As Pokemon Trainer Zinnia, she doesn't even bother to Mega Evolve her Salamence.

The E4 and gym leaders use the same number of Pokemon as they did in RS.

Gamefreak made her a "master" of Dragon type Pokémon because dragons in Pokémon have been historically the rarest and strongest type and this will be connected to this character so you see her as an empowered girl.
