Haxorus is the only physically based Dragon that can take on Rotom-H and Rotom-W because of mold breaker, so it does have that niche. When I dabbled in VGC, i ran haban berry and enough ev's to be able to live a mence's draco meteor and ko back with dragon claw. Plus it gets access to rock slide, which helps with flinching stuff (not that you'd be much faster than other stuff). Haxorus also goes well with gyarados because of intimidate, plus its ability to lure in rotom formes which get bopped by an EQ.
